Parameters

addressSize	The maximum number of characters (including NULL terminator) that the SMS center address array can contain. Bit to check in ParamPresenceMask - 1
pSMSCAddress	The SMS center address represented as a NULL terminated string. Bit to check in ParamPresenceMask - 1
typeSize	The maximum number of characters (including NULL terminator) that the SMS center address type array can contain. Bit to check in ParamPresenceMask - 1
pSMSCType	The SMS center address type represented as a NULL terminated string. Bit to check in ParamPresenceMask - 1
ParamPresenceMask	bitmask representation to indicate valid parameters.
